Monday afternoon, Aruba’s finance and energy minister, Mike de Meza traveled to New Jersey to meet with PetroChina’s international director and other executives. The meeting lasted almost six hours.
PetroChina said the company is willing to continue talking and is interested in reaching an agreement, but they will have to closely review all documents and information before a next meeting is possible. Minister De Meza commented after the encounter, “I have a good feeling about this meeting.” PetroChina executives had nothing good to say about the negative and destructive attitude of the former government when they negotiated with them in 2009, when Valero first announced it would be closing the refinery. The former government was not willing to reach a compromise with them. For example the turnover tax on export formed a problem, but the MEP government was not willing to give them exemption on this. The MEP government also closed certain agreements with PetroChina and after one or two days would say they were not going to be honoring them.  
PetroChina representatives told Mr. Mike de Meza that they could not understand this attitude which hindered Aruba and Valero immensely at the time. After the positive meeting, the president of PetroChina International Corporation Limited said he was very grateful that at such short notice a meeting could be accommodated. He also expressed that he was impressed by the current government’s efforts and its vision. PetroChina is seeking strategic partners and Aruba’s position close to Venezuela is advantageous.
